Poker Club Admin is software for administering poker clubs, players, games, leagues, tournaments, standings, communications, and related records.

Poker Club Admin does not operate users' poker games, act as the house, take a rake from users' games, process player buy-ins or poker wagers, determine whether a particular game is lawful, or provide individualized legal advice.

How to read the classifications

These classifications summarize PCA's completed August 2026 research. A comparatively clear classification does not mean unrestricted gambling is lawful. Every stated condition remains important, and local requirements may be more restrictive.

• Comparatively clear treatment: the research identified a recognized private or social-game framework, subject to specified conditions.
• Conditional or caution: treatment is limited, ambiguous, low-stakes, or requires current local confirmation.
• Substantial restriction: no ordinary social-game exception was identified, the activity was not clearly authorized, or the research identified substantial legal risk.

United States

Substantial restrictions or no ordinary social-game exception identified

Our August 2026 research did not identify a general legal basis for ordinary wagering home poker in the following jurisdictions, or identified substantial legal restrictions. Do not rely on Poker Club Admin as evidence that a game is lawful.

Arkansas; Delaware; Georgia; Idaho; Illinois; Indiana; Kansas; Maryland; Michigan; Mississippi; Missouri; Montana; Nebraska; New Mexico; North Carolina; Oklahoma; Pennsylvania; Rhode Island; South Carolina; South Dakota; Tennessee; Utah; Vermont; Washington; West Virginia; and Wisconsin.

Comparatively clear statutory treatment under specified conditions

Our research identified comparatively clear statutory treatment for genuine private/social poker under specified conditions in:

Alabama; Alaska; Arizona; California; Colorado; Connecticut; Hawaii; Kentucky; Louisiana; Maine; Minnesota; Nevada; New Hampshire; New Jersey; New York; Ohio; Oregon; Texas; Virginia; and Wyoming.

Common conditions can include a private or genuinely social setting, no house rake, no seat or admission fee, no operator compensation, no house bank, equal participant terms, genuine social relationships where required, applicable stake restrictions, and other jurisdiction-specific requirements.

District of Columbia and U.S. territories

• District of Columbia: generally prohibited; no ordinary social-home-poker exception was identified.
• Puerto Rico: generally prohibited outside authorized gaming settings.
• U.S. Virgin Islands: generally prohibited outside authorized gaming settings.
• American Samoa: generally prohibited; limited charitable, religious, or educational exceptions do not establish an ordinary social-poker exception.
• Guam: comparatively clear treatment under specified private-premises, no-charge, and economic-activity conditions.
• Northern Mariana Islands: not generally authorized / confirm specific local authorization. The constitutional baseline prohibits gambling unless Commonwealth law or initiative affirmatively authorizes it; specific authorization is not a blanket home-poker exception.

Selected International Jurisdictions With Sufficiently Clear Research

This is not a comprehensive list of countries where home poker is lawful. Absence from this section does not imply prohibition or permission. Provincial, state, territorial, municipal, or other subnational rules may be more restrictive.

Comparatively clearer treatment under specified conditions

• Great Britain / United Kingdom context: private domestic gaming may qualify when there is no participation charge or deduction from stakes or winnings.
• Canada: generally permissive only when genuinely private and not kept for gain; provincial requirements may apply.
• New Zealand: private gambling must remain primarily social or recreational, with stakes distributed as winnings and no organizer remuneration or commission.
• Singapore: social-gambling requirements include appropriate home or social relationships and no business activity, commission, or fee.
• Hong Kong: genuine social gambling must not operate as a trade or business, and private gain should be limited to players' winnings.
• Australia - New South Wales: private poker may qualify when the winner receives the whole amount wagered, the dealer participates, nobody else benefits, and no entry or participation charge applies.
• Australia - Queensland: a private game among friends receives different treatment when wagers go to the winning player and no operator benefit is taken.

International caution classifications

• South Africa: treatment depends on provincial authorization; do not rely on a country-wide green classification.
• Ireland: confirm current and local regulatory treatment during implementation of the Gambling Regulation Act 2024 framework.

Before hosting

Confirm the current law that applies to the exact location and structure of the game. Consider stakes, prizes, participation charges, player relationships, advertising, age limits, venue rules, licensing, and whether anyone receives an economic benefit beyond personal winnings.
